The request from the Bi‑Borough Children’s Services Team seeks insight into needs, interventions and outcomes for families with children 0–5, using ward‑level data to support targeted work in Family Hubs and inform Best Start in Life plans through 2028.

Public benefit statement

The key benefit for residents is that the data will help integrated services for families around family hubs to better identify children earlier who are less likely to have a good level of development (GLD) by the time they start school. Currently 69.5% (RBKC) and 71.2% (WCC) have a GLD on starting school. The Government has set a target of 78.7% and 77.1% respectively to be achieved by 2028. If we improve towards, meet or exceed these targets, this will mean more children will start school ready to thrive and learn with a significant and positive impact on their life chances as older children and as adults. In the first instance, our intention is to learn from a wide range of aggregated data and through analysis of this, and then to identify use cases for potentially requesting reidentified data to enable follow up on individual children who are not accessing services and at high risk of not having GLD at 5.
